feat(i18n): catalog validation, Phrase hub config, and wire the drift guard into CI - #936
No Jira ticket: follow-up to the i18n instrumentation wave (RHCLOUD-52217).
What this fixes
The lint:translations drift guard existed but nothing invoked it: the Konflux pull-request pipeline runs lint and test:unit only, so catalog drift never failed a PR.
lint:translations wired into the Konflux pull-request pipeline.
Validation onboarding: catalog-validation.json (source check on translations/messages.json, generated parity for extract:messages, ICU source lint, coverage of translations/ and messages/) + phrase-tms.json (hcc-ui hub preset, no secrets here) + shared i18n-validate.yml caller pinned to reviewed commit 7228d32f + translations:validate script.
Verification
validate-ci --mode error passes clean (errors=0, warnings=0); repo lint passes; break test (generated drift) fails correctly and restores byte-exact.
Deliberately out of scope (follow-ups)
Message-ID catalog enforcement omitted: the rule cannot statically resolve the ternary descriptor selection in RhelWidget. i18n-tooling gap to fix upstream. (This repo already ships descriptions on all 48 strings.)
Hub registration follows this PR; @redhat-cloud-services/i18n-pipeline devDependency pending npm publication.
…rift guard into CI
No Jira ticket: follow-up to the i18n instrumentation wave
(RHCLOUD-52217); onboarding onto the shared i18n tooling.
The lint:translations drift guard existed but nothing invoked it: the
Konflux pull-request pipeline runs lint and test:unit only, so catalog
drift never failed a PR.
- .github/i18n/catalog-validation.json: source catalog check
(translations/messages.json), generated parity for extract:messages,
ICU source lint, catalog directory coverage for translations/ and
messages/.
- .github/i18n/phrase-tms.json: hcc-ui preset hub mode
(landing-page-frontend.ui.en.json, targets messages/{locale}.json).
- .github/workflows/locale-validation.yml calling the shared
i18n-validate.yml workflow, pinned to reviewed commit
7228d32f08872f97c8de8d255b5690e77f484f1f.
- translations:validate script added; npm run lint:translations wired
into the Konflux pull-request pipeline.
- Message-ID catalog enforcement is deliberately omitted: the rule
cannot statically resolve the ternary descriptor selection in
RhelWidget. An i18n-tooling gap to fix upstream.

Summary by CodeRabbit
Chores
Added automated translation catalog validation for pull requests and included translation checks in the unit-test pipeline.
Documentation
Added instructions for running translation validation locally, including the required Node.js version.
Walkthrough
The changes configure translation catalog validation, add local validation instructions, and run translation checks in GitHub Actions and the Tekton pull request pipeline.
CI is configured to validate translations; local validation requires the documented tooling checkout. No merge-blocking issue remains.

Explanation
The description clearly explains the problem, implemented changes, verification results, and deliberate out-of-scope items. It does not use the template headings or checklist, and it references RHCLOUD-52217 without a link, but it is otherwise mostly complete and relevant for a CI-only change.

- Line 10: Update the src entry in the paths filter to use a separate glob
pattern for each JavaScript and TypeScript extension, including .tsx, so
source-only pull requests trigger the workflow without relying on brace
expansion.
Review comments at @package.json:
- Line 38: Declare the package that provides the i18n-pipeline binary in
devDependencies so the translations:validate script works after npm install, and
update package-lock.json to match. Identify the provider from the project’s
existing package or tooling configuration rather than guessing a package name.

Follow-up note: the sourceLint.catalog enforcement is deliberately omitted here because the current no-missing-default-catalog-entry rule cannot statically resolve the descriptor-selection patterns this repo uses. That is addressed upstream in RedHatInsights/i18n-tooling#63 (reference resolution for ternaries/logicals, record lookups, const aliases and TS assertion wrappers, plus sourceLint.ignores for test infrastructure). Once that merges and a new tooling SHA is pinned here, a one-line follow-up can enable full catalog enforcement — this repo already passes it against the upgraded rule.
Use one path pattern per source extension so JavaScript and TypeScript changes trigger catalog validation. Document the pinned local CLI setup until the package is published.
